Referring to Viscount Harcourt's Circular

Despatch of the 23th. April, 1915, I have the honour to for- -ward the enclosed Certificate of Naturalization which has been applied for by Mr. Edward Menashih Joseph who was born in Bagdad in Turkey in Asia on the 27th. June, 1879.

Mr. Joseph is a member of the firm of Messrs. Joseph Brothers, Merchants in this blony and is Vouched for by several well know residents of this Colony and I am satisfied that the privilege of naturalization may pro- -perly be accorded to him.
